Dubai has recently announced the establishment of a new investment fund aimed at driving strategic projects in the region. The Dubai Investment Fund will house assets worth billions of dollars and will invest government funds, surpluses, and the general reserve both locally and internationally. This move adds to the growing number of state-backed wealth funds in the Middle East, which collectively manage close to $4 trillion.
According to the state-run news agency WAM, the fund will focus on investments in stocks, bonds, and securities in order to achieve sustainable returns. The fund will also have the power to establish companies, investment funds, and engage in mergers and acquisitions. Dubai Deputy Ruler Sheikh Maktoum bin Mohammed will serve as the chairman of the fund, which will include stakes in major entities such as DEWA, Salik Co., and Dubai Taxi Co., all of which were privatized over the past year.
While the total size of the new fund has not been disclosed, the government's stake in DEWA alone is valued at approximately $28 billion. The establishment of wealth funds such as this aims to bring asset management into the 21st century, allowing sector experts to manage them in an investor-friendly manner. Tarek Fadlallah, head of Nomura Holdings Inc.'s asset management arm in the Middle East, stated, "When the state owns so many assets, it has an obligation to manage them responsibly."
By pooling assets under one umbrella, the Dubai Investment Fund encourages synergies among companies and increases transparency. Additionally, industry experts can take the lead in managing investments. Dubai World, a state conglomerate, will be affiliated with the new fund while preserving its legal identity. Dubai World owns assets such as DP World, which played a pivotal role in transforming Dubai into a global trade hub. It is yet to be confirmed if these assets will be transferred into the new fund.
Dubai already has a sovereign wealth fund, the Investment Corporation of Dubai, which manages around $320 billion in assets. This fund is chaired by Crown Prince Sheikh Hamdan bin Mohammed Al Maktoum and owns Emirates Group. The establishment of the Dubai Investment Fund further highlights the Gulf region's growing focus on sovereign wealth funds to diversify their economies away from oil and increase their geopolitical influence.
The launch of the Dubai Investment Fund signifies the government's commitment to responsible asset management and driving strategic projects. With its range of investments and diverse portfolio, the fund aims to generate sustainable returns both domestically and internationally. This move will likely have a positive impact on Dubai's economy and further solidify its position as a global financial hub.
