Sri Lanka is optimistic about resolving its debt restructuring issues in the second quarter to secure financing from the International Monetary Fund (IMF), according to junior finance minister Shehan Semasinghe. In a statement made on the sidelines of the Boao Forum in Hainan, Semasinghe expressed hope that discussions with the nation’s bondholders in London would yield positive results. He emphasized the importance of unlocking access to the IMF tranche, stating that all external creditors are engaging in a positive manner.

Last week, Sri Lanka received initial approval for a $337 million payout from the IMF, marking a significant step forward. However, further progress on debt restructuring is crucial to fully unlocking the funding. As per the IMF's requirements, Sri Lanka needs to finalize a debt restructuring agreement with China ExIm and reach an in-principle agreement with China Development Bank. Additionally, the government must establish memorandums of understanding with official creditors like India and the Paris Club, as well as come to a successful arrangement with its bondholders for the IMF board to approve the next tranche of the $3 billion bailout package.

During a meeting between Chinese leader Xi Jinping and Prime Minister Dinesh Gunawardena in Beijing, pledges were made to strengthen ties between Sri Lankan authorities and Chinese financial institutions such as Export Import Bank of China and China Development Bank. These commitments signal the importance of cooperation in navigating the country's financial challenges and securing necessary support from international partners.

Looking ahead, Semasinghe announced Sri Lanka’s plans to introduce legislation aimed at enacting reforms that have been instrumental in steering the nation through an unprecedented economic crisis and a historic debt default in 2022. These reforms are designed to enhance confidence in the Sri Lankan economy and foster trust among all creditor nations, paving the way for sustainable financial stability and growth in the long term.

Overall, Sri Lanka remains committed to meeting its obligations and working towards a resolution of its debt issues to access vital funding from the IMF and other international partners. With ongoing discussions and cooperation with creditors, the nation is hopeful that a positive outcome will be achieved, setting the stage for a sustainable economic recovery and development.
