In the wake of post-election unrest in Mozambique, the government is now contemplating a significant restructuring of its public debt. With a loss of approximately 42 billion meticais ($658 million) in revenues as a result of the recent turmoil following the disputed Oct. 9 elections, newly appointed Finance Minister Carla Louveira has signaled the need for financial adjustments.

Louveira, recently appointed by President Daniel Chapo, has acknowledged the pressing need for debt restructuring in response to the economic setbacks the country has faced due to ongoing protests. These events have exacerbated Mozambique's already high debt levels, which reached about 96% of gross domestic product last year. The government's reliance on domestic bonds to cover budget deficits has escalated, with domestic debt nearly tripling compared to levels from five years ago.

The financial toll of the December demonstrations alone amounted to approximately 14 billion meticais in lost revenues, as reported by Louveira in a televised statement on Saturday. Standard Bank Group Ltd. has forecast a considerable slowdown in economic growth, estimating a rate of 2.5% for last year, marking the lowest performance since 2020.

In the past, Mozambique had restructured its sole dollar bond into $900 million notes due in 2031 following a default on debt payments in 2016. The country had admitted to incurring over $1 billion in debt without disclosing it to the International Monetary Fund.

Despite harboring hopes for economic transformation through significant natural gas discoveries off its northeastern coast, Mozambique has faced setbacks due to an insurgency linked to the Islamic State, which has stalled these lucrative projects. As one of the world's poorest nations, Mozambique faces the critical task of navigating its debt burdens while striving to harness the potential of its abundant natural resources for sustainable growth and prosperity.
