In a bid to prop up its struggling equity market amidst global economic uncertainties, China has announced a comprehensive set of measures aimed at promoting the development of index investment products. This latest move by the government, as outlined by the China Securities Regulatory Commission (CSRC) in a statement released on Sunday, signals a concerted effort to bolster market confidence and attract new sources of capital.

The key objectives of the new measures include significantly increasing the scale and proportion of index investment in the capital market over an extended period. By enhancing the asset allocation function of index funds and facilitating easier access for medium- and long-term funds, the government aims to create a more robust and stable investment environment.

In a strategic push to attract foreign investment, CSRC plans to leverage exchange-traded funds to entice overseas funds to enter the yuan-denominated A-share market. Additionally, the regulator has committed to promoting the development of equity and bond ETFs, further diversifying investment options for market participants.

Acknowledging the challenges posed by recent economic headwinds and trade tensions, CSRC also emphasized the importance of reducing index funds' costs and waiving market-making fees to encourage greater participation in the market. These initiatives are part of a broader effort to revitalize Chinese shares, which have faced mounting pressure in the wake of uncertainty surrounding global trade dynamics.

CSRC Chairman Wu Qing, in a recent address, underscored the government's commitment to supporting the equity market. He revealed plans to incentivize local mutual funds and insurers to increase their stock holdings, with mutual funds expected to raise their onshore equities exposure by at least 10% annually for the next three years. State-owned insurers, on the other hand, will be required to allocate 30% of their new policy premiums toward equity investments starting in 2025.

In a related development, China has greenlighted a substantial sum of 52 billion yuan ($7.2 billion) for insurers' long-term equity investment, as reported by China Banking and Insurance News. This infusion of capital underscores the government's determination to strengthen the equity market and stimulate sustained growth.

As China navigates a complex economic landscape, these proactive measures signal a bold push to revitalize the equity market and inject renewed confidence among investors. With a focus on index investment initiatives and strategic allocation strategies, China aims to position its capital market for sustained growth and stability in the face of evolving global challenges.
