Romanian Prime Minister Nicolae Ciuca has resigned in a pre-arranged transfer of power to a political associate in an effort to maintain stability in a country that has witnessed frequent political upheavals. Ciuca, who is a retired army general, has been in power for almost 19 months and has handed over his position to Social Democratic leader, Marcel Ciolacu. The two agreed to this power swap arrangement in 2021, as Romania has witnessed seven prime ministers in less than a decade due to political volatility.

The transition was delayed for a few weeks due to a teachers' strike, which was eventually resolved after Ciuca approved higher wages and better working conditions. He stated that "We are starting the procedures to complete the rotation and we plan to have a new cabinet installed by the end of this week so we can carry on with handling the issues of the country.”

The agreement between Ciuca and Ciolacu has provided a sense of stability and enabled the ruling coalition to access European Union funds and progress with long-delayed infrastructure projects designed to improve living standards in Romania's developing economy. The country saw a record foreign direct investment of almost €11 billion ($11.9 billion) last year. Ciolacu is expected to continue to support infrastructure projects and has committed to shrinking Romania's budget deficit to the EU's 3% limit next year.

However, as a Social Democrat, Ciolacu may face pressure from other public workers to raise public wages and pensions. In recent times, there have been protests demanding higher wages due to the highest inflation in two decades. After consultations with President Klaus Iohannis, who has the constitutional right to nominate a prime minister, Ciolacu has up to 10 days to present a cabinet and win approval from the parliament.

President Iohannis has previously stated that he will not oppose the power swap if there is agreement among the coalition. This power-sharing deal between Nicolae Ciuca and Marcel Ciolacu is an attempt to bring stability to the Romanian political landscape, and it remains to be seen how Ciolacu will deal with the country's demanding economic and social issues.
