The United States and China are taking significant steps towards improving their economic and financial ties by establishing two working groups dedicated to discussing these issues. This development indicates a positive shift in the relationship between the world's two largest economies.

According to the US Treasury Department, these working groups will serve as platforms for open and substantive discussions on economic and financial policies. They will also facilitate the exchange of information regarding macroeconomic and financial developments. The meetings will involve officials at the vice-minister level and will report back to Treasury Secretary Janet Yellen and Chinese Vice Premier He Lifeng. However, it is worth noting that this framework is less comprehensive compared to previous bilateral forums, which involved multiple cabinet members and encompassed a wider range of topics.

The creation of these working groups marks the resumption of regular economic dialogue between the US and China since 2018 when structured engagement was abandoned by the Trump administration. During her visit to China in July, Treasury Secretary Yellen agreed with Chinese officials to establish these groups. The senior Treasury official emphasized that the groups will enable both sides to present their perspectives and allow the US to address concerns and seek solutions. The discussions will cover various issues, including debt restructuring for developing nations, regulations, and stability.

China's Ministry of Finance and central bank confirmed the establishment of these forums, stating that there will be regular and ad-hoc meetings. On the other hand, the US Treasury stated that the meetings will be held on a regular cadence. CCTV, a state-run media outlet in China, noted in a social media commentary that there is a shared expectation in the international community for the US and China, as the top two economies, to enhance their communication and coordination in economic and financial matters to stabilize global market confidence. However, the CCTV commentary also acknowledged the numerous disagreements between the two sides and highlighted the challenges of sustaining these working groups.

US Treasury Secretary Yellen emphasized the importance of dialogue, especially when there are disagreements. She expressed that these working groups will provide crucial platforms for communication, promote fair economic competition between the two countries, and advance cooperation on global challenges, while ensuring a level playing field for American workers and businesses.

In a sign of further attempts to ease tensions, US National Security Adviser Jake Sullivan and Chinese Foreign Minister Wang Yi recently discussed the possibility of a conversation between Presidents Xi Jinping and Joe Biden. These talks aimed to facilitate a meeting between the two leaders at the Asia-Pacific Economic Cooperation summit in San Francisco in November, indicating a potential willingness to engage in a constructive dialogue at the highest level of leadership.
