Following a stronger-than-expected performance in the first quarter of 2024, analysts have upgraded their growth forecast for China's economy this year. The latest projections indicate a GDP expansion of 4.8%, edging closer to the government's target of around 5%. This positive outlook is largely attributed to robust overseas demand for Chinese manufactured goods and ongoing efforts to advance technological capabilities.
However, despite this initial boost, lingering deflationary pressures continue to weigh on the economy. Forecasts suggest that consumer-price inflation is expected to average 0.6% in 2024, down from previous estimates of 0.8%. Industrial prices, on the other hand, are projected to decline at an average rate of 0.6%, highlighting the persistent weakness in household spending, particularly following a downturn in the property market.
The real estate sector remains a key concern, with experts pointing to its ongoing slump as the biggest risk to China's growth trajectory this year. The cascading effects of a contracting real estate industry are felt across various sectors, leading to diminishing social expectations and overall demand. Analysts emphasize the urgent need for government intervention, particularly through increased investment, to stabilize and stimulate demand in the economy.
At a time when local governments are cutting back on spending due to mounting debt pressures, Beijing's role in providing stimulus becomes crucial. While plans to ramp up central government spending have been announced, the pace of government bond issuance has been slower than anticipated. This delay is partially attributed to a search for viable projects to allocate the funds raised last year effectively.
In response to these challenges, the National Development and Reform Commission has completed the screening of projects amounting to 5.9 trillion yuan that qualify for special local-bond funding. This development sets the stage for the sale of 3.9 trillion yuan in bonds this year, potentially injecting much-needed stimulus into the economy. As investors await insights from the upcoming Politburo meeting, where economic policy shifts may be discussed, all eyes are on Beijing's strategies to navigate the persisting deflationary pressures and support sustainable growth in the months ahead.
