Former UK Health Secretary Matt Hancock has stated that advice from officials was the reason behind the country's lack of preparedness for the coronavirus pandemic. In his testimony to the COVID inquiry, Hancock accused the officials of incorrectly advising the government, leading to flawed planning, which ultimately affected the response to the pandemic.

Hancock admitted to the inquiry that the UK was more focused on the consequences of a disaster, such as body bag supplies and burial capacity, rather than on prevention and how to suppress the virus's spread. He stated that even if it had been an influenza outbreak instead of a coronavirus pandemic, the outcome would have remained the same, as the country's preparation was deeply flawed.

The former Health Secretary, who resigned in June 2021 after being caught breaking the pandemic rules he helped formulate, is known for his controversial position in British politics. He played a significant role in the government's pandemic response, which was initially widely criticized for being too slow and haphazard before the vaccine rollout began to shift perceptions.

The COVID inquiry was commissioned to learn lessons from the past, which has resulted in political peril for the governing Conservative Party, as past errors are laid bare. During Tuesday's session, Hancock struggled to deflect criticism toward government officials. He faced tough questions inquiring why he didn't change the country's approach after taking office in 2018, and he responded by saying that there were "no recommendations" made at the time.

Hancock further testified that the UK had substantial stockpiles of personal protective equipment (PPE) and antivirals, and they were proficient in developing tests. However, it became evident that there was insufficient logistical planning to roll out the PPE or scale up the testing, as the antivirals were designed for an influenza pandemic, not one caused by a coronavirus.

Overall, Hancock's testimony suggests that the UK was under-prepared for the pandemic. The failure was a result of flawed planning embedded in the entire system for years, which led to a flawed response to COVID-19.
